Publieke Rondvragen voor ETSI Standaarden

Inhoud
In het kader van de Belgisch ETSI werking publiceert
de sectoroperator ICT ter kritiek de hiernavolgende projecten van Europese
Telecommunicatienormen.
De nationale deadline is 2 weken
vóór de-ETSI deadline (Zie reden
hieronder)
De opmerkingen betreffende deze ontwerpen van ETSI
standaarden (European Telecommunication
Standards Institute) moeten
vóór de aangeduide limietdatum worden gestuurd aan Agoria, de door NBN erkende
sectoroperator voor het ICT domein:

Een antwoordformulier en de door
ETSI voorgeschreven
richtlijnen voor het
formaat van de commentaar zijn bijgevoegd aan het einde van onderstaande
lijsten.
Verklarende tekst bij de goedkeuring van ontwerp
standaarden.
De lijsten
hierna bevatten twee varianten voor de goedkeuring van ETSI ontwerp
standaarden.
De eerste variant is de TAP (Two step APproval), de
goedkeuringsprocedure in twee stappen:
Stap 1: de Publieke Rondvraag (PE = Public Enquiry) - zie lijsten
hierna.
Stap 2: de Eind Stemming (the Vote) waarbij enkel de ETSI-leden worden betrokken en die rechtstreeks per e-mail
worden ingelicht
De Tweede variant is de OAP (=One step APproval) – in de
lijsten hierna OP genoemd. Hierbij
worden Stap 1 en Stap 2 van de TAP samengebracht. Deze procedure wordt gebruikt
voor ontwerp standaarden die door de Technische Commissies als zeer stabiel
worden beschouwd en waarvoor weinig commentaar wordt verwacht.
Voor PE kan elke individuele persoon of organisatie
commentaar uitbrengen.
Commentaren
voor een OP en Vote dienen in principe langs
een ETSI-lid of het NBN/BTN te gebeuren.
Wat de
commentaar van een persoon/organisatie op een ontwerp standaard in OP en Vote betreft
kan deze enkel als nationaal commentaar aan ETSI worden doorgestuurd
. Dus moet men dan tot een gemeenschappelijk standpunt van alle
Belgische ETSI-leden komen.
Voor een
standaard in PE kan de commentaar
die de persoon/organisatie uitbrengt via het NSO aan ETSI worden gestuurd.
Meestal, indien de persoon/organisatie die de commentaar uitbrengt akkoord is,
kan ook hier een gemeenschappelijk Belgisch standpunt worden nagestreefd.
De procedures om tot een
gemeenschappelijk standpunt te komen kunnen soms wat tijd en zelfs een
vergadering vereisen. Daarom moet elke commentaar twee weken voor de ETSI-einddatum bij de sectoroperator ICT toekomen. Het
gemeenschappelijk standpunt wordt door de sectoroperator ICT naar ETSI
gecommuniceerd.
