Enquête publique pour normes ETSI

Dans le cadre du fonctionnement belge pour ETSI, l’opérateur sectoriel ICT met à l'enquête
publique les projets suivants de normes européennes de télécommunications.
Les dates
limites pour commentaires à l’opérateur sectoriel sont 2 semaines avant les
dates limites d'ETSI (voir raison ci-dessous)
Les remarques au sujet de ces projets de normes ETSI (European Telecommunication
Standards Institute) doivent être envoyées à Agoria ,l'opérateur
sectoriel reconnu par NBN pour le domaine ICT, avant la date-limite indiquée :

Un formulaire-réponse , ainsi que
les directives ETSI concernant le
format des commentaires, sont joints à la fin des listes ci-dessous.
Note explicative concernant l'approbation des projets
de normes.
Les listes
ci-après comportent deux variantes pour l’approbation des projets de normes
ETSI.
La première variante est le TAP (Two step APproval),
la procédure d’approbation en deux phases :
Phase 1: Enquête publique (PE = Public Enquiry)
– voir les listes ci-après.
Pour le PE tout particulier ou toute
organisation peut formuler des commentairess.
Les commentairess sur les OPs et les Votes passent en principe par un membre ETSI ou par la BNT/NBN.
Les
procédures pour arriver à une position commune peuvent prendre un certain temps
et même nécessiter une réunion. C’est pourquoi tout commentaires
doit parvenir à l’opérateur sectoriel ICT au moins deux semaines avant la
date-limite imposée par l’ETSI. La position
commune est communiqué par l’opérateur sectoriel à l’ETSI.

Guidelines how to structure and dispatch comments

Word processor
Write the comments in Word for
Windows.
The language should preferably
be English.

Numbering
Number comments sequentially,
e.g. for
Indicate whether the comment
is general, technical or editorial.
Make only one single point for
each numbered comment.
Apply page numbering throughout the document.

Clause references
Identify the relevant clause
or subclause for each comment.
Identify
the paragraph or item number within the clause or subclause.
Identify
the figure or table number for comments against figures or tables.
Do
not make references to page numbers.
Make comments in clause order,
e.g. comments on clause 5 should appear before comments on clause 6.
Place general comments first.
Propose an amendment for each
comment, under the same comment number.
Justify the proposed
amendment.

The same wording should be introduced also in the following clauses, where
applicable.

order to be specific, a new paragraph should be inserted at the beginning of
the last paragraph:
