This CWA provides the semantic model and syntax to facilitate end-to-end
-procurement by providing a consistent envelope wrapper which contains sufficient information elements so that the contained payload(s) can be delivered to the ultimate recipients system in a timely and efficient manner. More specifically it should provide sufficient capabilities so that Public Tendering can be carried out in accordance with the new Directives.
